Vietnamese higher education in the present period has been facing
major changes in order to implement the radical and comprehensive innovation
of higher education of the Party, the State, and to adapt to the paradoxical effects
(including the opportunities and challenges) of the trend of internationalization
and the fourth industrial revolution to all institutions in Vietnamese higher
education systems. Entities contributing to the international integration of higher
education institutions are lecturers, students and administrators. Lecturers are
not only professional activists but also educators, scientists and social activists,
professional psychologists. Proposing solutions that are both strategic and longterm, as well as solutions to meet immediate objectives, help the improvement
lecturers their professional competence and quality, lecturers’ capabilities. This
studying is a matter of deep practical significance, attracting the attention of the
Party, the State and the entire education sector of Vietnam.

heir teaching. Besides attending training courses,
fostering in technology; Lecturers themselves can update, self-improvement through
online training, by exploiting the huge data source of the world (Big data) ...This is
also a new requirement of education 4.0: In the process of teaching, teachers must
always learn by themselves, improve their knowledge and skills to not be eliminated
or replaced by robots, virtual lecturers or “business lecturers”
Third, lecturers have to foster their own scientific research capacity;
strengthening scientific research in accordance with international standards
combined with fostering positive and enhance the capacity to support interactive
teaching processas: critical capacity, communication capacity, creative capacity...In
order to access education 4.0, every lecturer needs to become a scientist according
to international standards.To accomplish this, each lecturer must take advantage of
the IoT to participate in international scientific conferences, participation in scientific
research and international technology. Only then can lecturers train people who are
capable of creating technology, creating artificial intelligence or robots, rather than
creating people capable of replacing robots. Besides the expertise, the ability to use
ICT tools, adapt to the IoT environment, communication capacity, critical capacity,
creative capacity... are the qualifications that lecturers must have. Through the
process of reviewing lecturers will open the hidden capacity of learners, creating a
process of learning for each individual.
On the other hand, the teaching process in universities and colleges will be
continuously connected with domestic and foreign enterprises.The participation of
enterprises in real learning environments - Virtual along with lecturers and students
will bring many benefits for students because they can get the practical experience
from the business; capture job opportunities through interaction with the business.
Therefore, the communicative competence of lecturers needs to be cultivated
frequently to easily exchange with businesses to reach production conditions, actual
business and grasp the changes of the market to actual adjustments in teaching.
Fourth, lecturers must always improve their communication skills in foreign
languages and use foreign languages in the teaching and research process. The
international academic environment is convergence, crystallization of achievements,

research results of global scientists.The ability to use foreign languages combined
with the achievements of the 4.0 technology revolution contributes significantly to
shortening the space gap, increasing access to and developing scientific capacity
for Vietnamese lecturers.Work in IoT environment, use ICT tools, exploit Big Data,
communicate and work with everyone in the world in the teaching process, scientific
research...are the inevitable, frequent tasks of lecturers in Education 4.0. Therefore,
English must be the language the instructor must use as fluent as Vietnamese.
Fifth, lecturers in the Fourth Age must always maintain their own character,
standards, ethics in the process of becoming a global citizen. The role of traditional
lecturer is being challenged, but the inspired lecturer education through the path
is not an erase progress. There sounds the dedications and the example of the
lecturers in teaching, research is the most powerful catalyst to unlock the potential
and creativity of a human.This is also the most important requirement for lecturers
in the Revolutionary Age 4.0. These standards and requirements for lecturers’
professional, scientific, method, and even communicate that I mentioned above can
be replaced by robots and artificial intelligence. But robots and artificial intelligence
do not have the same emotions as human. It is this emotion that will enable us to
make quick decisions about things and situations that have not been encountered
and to anticipate situations that may occur in the future. So that students can be
emotional for creativity, for the adaptation, the lecturers is to help students who
formed those feelings with the personality of the lecturer.
Thus, in nature, the issue of improving the quality of teachers to meet the
requirements of standardization and international integration is part of the
process of realization from the perspective of the Party, “Improve the quality of
human resources and strengthen the potential of science and technology. Perform
synchronization mechanisms, policies and solutions to develop human resources,
especially high-quality human resources to meet the requirements of economic,
social development” [13]is the leading policy for Vietnam to build, develop and
integrate higher education 4.0 in the 21st century.
3. Conclusions
The Industrial Revolution 4.0 is characterized by everything connected to
the Internet, artificial intelligence and integration technologies, the merger of
the professions, the introduction of new industries...That requires a trend, a new
education - Education 4.0 - capable of providing human resources for society to meet
the requirements of industry and economy 4.0. To get the education model it, the
Ministry of Education and Training, the leaders of universities and colleges are the
decisive force but new lecturers is “a real key” to successful implementation of the

requirements of education 4.0. They should be oriented thinking new education,
equipped with specialized knowledge, skills and competencies necessary to develop
thinking and creative capacity, adaptability of students meet the requirements of the
market. The most important is that each lecturer must cultivate within themselves
the moral quality of lecturers, the heart of liberation, desire intense knowledge to
become a “pumper”, “revelation,” andliberated all the potential of students to help
students of international integration, to meet the requirements of the economy 4.0,
the industry 4.0 in the world.

Tóm tắt: Giáo dục đại học Việt Nam trong giai đoạn hiện nay đang đứng trước
những thay đổi to lớn nhằm thực hiện chủ trương đổi mới căn bản, toàn diện giáo
dục đại học của Đảng, Nhà nước, đồng thời để thích nghi với những tác động có
tính nghịch lý (bao gồm cả thời cơ và thách thức) của xu thế quốc tế hoá và cách
mạng công nghiệp lần thứ tư đến toàn bộ các cơ sở trong hệ thống giáo dục đại
học Việt Nam. Chủ thể đóng góp vào quá trình hội nhập quốc tế của các cơ sở
giáo dục đại học chính là đội ngũ giảng viên, sinh viên và cán bộ quản lý. Giảng
viên đại học không chỉ là nhà hoạt động chuyên môn mà còn phải là nhà giáo dục,
nhà khoa học và nhà hoạt động xã hội, tâm lý. Việc đề ra các giải pháp vừa có
tính chiến lược, đáp ứng mục tiêu lâu dài, vừa có các giải pháp đáp ứng mục tiêu
trước mắt giúp đội ngũ giảng viên nâng cao được chuẩn năng lực và phẩm chất
nghề nghiệp, năng lực khoa học là vấn đề có ý nghĩa thực tiễn sâu sắc, thu hút sự
quan tâm của Đảng, Nhà nước và toàn ngành giáo dục Việt Nam.
